The 20% ABSD Trap — Why So Many Upgraders Miss Out on Their Dream Condo

This conversation has happened more times than I can count. The names change, the numbers stay the same — and so does the regret.

Buyer: "Jet, I'm planning to upgrade to a condo. Especially a new launch."
Jet: "Sure! By the way, do you currently have any property under your name?"
Buyer: "Yes, I own an HDB with my wife."
Jet: "I see. So if you're planning to buy a new launch condo while still holding your HDB, you'll need to pay 20% ABSD upfront. You can claim this back later once your HDB is sold — but only if you sell within the required timeframe. Alternatively, if timing allows, you could start selling your HDB now. If you manage to sell before you commit to the new launch, you avoid the extra 20% altogether."
Buyer: "Oh... I don't have that extra 20% ABSD cash ready. But let me just go see the showflat first. If I like it, I'll sell my HDB then buy."

And this is exactly where the regret begins

By the time many buyers decide to sell, the unit they loved is already gone — snapped up by someone who was ready to commit on the spot. Worse, it's not just about missing one unit type or one stack. It's about missing the entire window.

The next launch they consider is often priced higher. The one after that, higher still. What started as "let me just go see first" turns into years of watching prices climb while they remain stuck on the sidelines, still trying to sell, still trying to get their finances in order.
