15-Month Wait-Out Period Removed — What This Means for Private Property Buyers

Breaking news: National Development Minister Chee Hong Tat announced the removal of the 15-month wait-out period for private property owners buying HDB resale flats, effective immediately. This marks a major policy shift that could bring a fresh wave of buyers into the private property market.

What Changed?

Previously, anyone who sold a private property had to wait 15 months before they could buy an HDB resale flat. This cooling measure was introduced in September 2022 during the pandemic to moderate demand for HDB resale flats amid supply shortages.

With immediate effect from 28 July 2026, this 15-month wait-out period has been removed entirely. Private property owners and former owners can now buy a non-subsidised HDB resale flat without the waiting period.

Singaporeans aged 55+ were already exempted for 4-room or smaller resale flats, but this change extends flexibility to all age groups. Empty nesters who want to unlock equity from their private property and move to a smaller HDB flat can now do so seamlessly.

More HDB sellers entering the market means more potential buyers for new launch condos and resale private properties. The million-dollar HDB trend has created a pool of buyers with significant cash proceeds — and they're now more likely to deploy that capital into private property.

My Take — 18 Years in the Market

This is a significant policy shift that signals confidence in the market's stability. The government wouldn't remove a cooling measure unless they were comfortable with where prices are heading. For buyers who have been waiting on the sidelines — especially HDB upgraders and right-sizers — this is a clear green light to move forward.

If you've been considering upgrading from HDB to private property, the removal of this barrier removes much of the uncertainty about your future plans. You're no longer locked into a one-way decision.

With new launches like Thomson Reserve (D20, Upper Thomson), Loyang Valley Residences (D17, Loyang), and other upcoming projects, there's strong supply coming to market. But with more buyers now entering the pool, prices may not stay flat forever.
